The top picture shows the wing tip with the faired robust solid tire wheel, greatly improving glider ground handling. The wheel is the same as the one used for the swivelling tail wheel, shown in the bottom picture.
From the 84th production series the L23 is available with either the swivelling tail wheel, sprung with three cylindrical rubber shock absorbers, or with a pneumatic fixed (not swivelling) tire. To improve tail ground handling, especially when a fixed tire is installed, short handle bars are permanently mounted on either side of the fuselage (seen just aft of "A" in the picture).
